Public Works: Authorize the purchase of street right-of-way located at 1094 W Davis Street, in the amount of $1,900 plus escrow fees, accept the attached Grant Deed and authorize the City Manager to execute and the City Clerk to attest and file said deeds with the Kings County Recorder's Office, and accept the attached Purchase and Sale Agreement and authorize City staff to execute said agreement. Public Works: Authorization to purchase street right-of-way located at the northwest corner of Emma Lee Lane and Grangeville Boulevard, in the amount of $21,700 plus escrow fees, Approve acceptance of the attached Grant Deed and Authorization for the City Manager to execute and the City Clerk to attest and file said deed with the Kings County Recorder's Office, and accept the attached Purchase and Sale Agreement and authorize City staff to execute said agreement. Public Works: Award of an annual contract to The Experienced Gardener of Visalia, CA to perform spraying services for the City's drainage basins and easements for an amount not to exceed $36.500. M. Public Works: Award the annual contract for curb and gutter, sidewalk, driveways and ADA ramp repair work to Cen-Cal Construction of Bakersfield CA for a not to exceed budgeted amount of $90,000.00. O. Finance: Approval of a Professional Services Agreement with NHA Advisors LLC (San Rafael, CA) for Municipal Financial Advisory Services for a term up to five years. P. Finance: Authorize the sole source award and execution of a professional services agreement, in an amount not to exceed $68,000, with SDI Presence LLC (Carmichael, CA) and appropriate said funding from the Computer Replacement Fund (0414) to complete the Tyler Software Implementation.
Parks and Community Services: Approval of the Rental Agreement with Magic Ice, USA, for the rental of the "Winter Wonderland" Ice Rink.
Community Development: Historic Resources Permit No. 2021-05 - a request by the Carnegie Museum of Kings County to hang a 5' x 11' (55 sq. ft.) banner on the exterior of the Carnegie Library Building, located at 109 E. Eighth Street (APN 012-041-017) from September 15 through October 25, 2021, in order to advertise an upcoming exhibit. The project site is located within the Historic Overlay Zone.
City Attorney: Adoption of Resolution of Necessity 21-36-R for APN 001-040-015 (the “Property”) authorizing the City Attorney to take the steps necessary to finalize the acquisition of the property (Arthur Delgado Eminent Domain) for the widening of 12th avenue by the City (the “Project”).
City Attorney: Adoption of Resolution of Necessity 21-37-R for APN 007-360-016 (the “Property”) authorizing the City Attorney to take the steps necessary to finalize the acquisition of the property (Paul Singh Eminent Domain) for the City’s expansion of the Tank Site 6 and repair of Well 41 at that site.

Finance: American Rescue Plan Act (ARPA) funding information regarding $13,077,740 from Coronavirus State and Local Fiscal Recovery funding and allocate $8.2 million of the funding due to reduction of revenue, appropriate $699,105 for Public Safety Radios, $30,000 for City Hall Covid Mitigation Improvements and $40,000 for ARPA Community Outreach and seek initial input on future allocation B. Public Works: Adoption of Emergency Resolution No. 21-39-R, approving the emergency repair of Well No. 45 and Well No. 49 by Valley Pump and Dairy Systems of Armona, CA, for a not to exceed price of $250,000, and approve an additional appropriation of $250,000 from Water Capital Reserves. C. Police: Approval of the Annual Agreement between the City of Hanford and the Hanford Joint Union High School District for providing School Resource Officers. D. Administration: Approval of a contract with BBK Consulting Services for the full redistricting services, at a cost not to exceed $45,000, including conducting the required public hearings, participation in public outreach meetings, and the online mapping tool, for the 2020 Census Redistricting Process. E.
